What’s Right in the School District of Janesville

Summer Strings Camp!

The Summer Strings Camp theme was "Strings around the World"   Campers studied music from Japan, Spain and Norway.  Guest artists attended and performed, including a musician who plays the Norwegian Hardanger Fiddle.  In addition, Blaine McQuinn demonstrated the Irish Fiddle and a dulcimer group also performed.  Students composed had the opportunity to compose their own music.

SAFARI Montage User Conference 2013

Two Janesville Teachers “Open the World” to Their Students

Madison Elementary School Teachers Vikki Kratz and Kathy Morgan are currently in Asia, visiting China and Vietnam.  A “Fund for Teachers” grant made this educational trip possible.

By taking this journey, Ms. Kratz and Ms. Morgan intend to show their students that the world is open to them and that they play an important role in it. Wisconsin state standards require that children spend time identifying connections between their local community and other regions of the world. At Madison Elementary School, some students are taking Chinese language classes and are learning about Chinese culture. This trip also allows them to form alliances with Madison’s “partner” school in Shanghai and strengthen personal connections they have with a family in Vietnam.

The School District of Janesville has committed itself to providing a 21st century education to all students.  Madison Elementary School began to video conference with their partner school in China and their trip will only strengthen that bond.

Ms. Kratz and Ms. Morgan stated the following before they left.  “We will try to connect with a classroom in Vietnam. Once these connections are made, we will be able to do collaborative activities that will keep the children's excitement of their studies high. We will use programs like Skype and Edmodo, so the children can communicate with students on the other side of the world. Experiences such as these will broaden the children's knowledge of China and Vietnam, as well as teach them how to interact respectfully with people from another culture.”

“Fund for Teachers” enriches the personal and professional growth of teachers by recognizing and supporting them as they identify and pursue opportunities around the globe that will have the greatest impact on their practice, the academic lives of their students, and on their school communities.

The “Funds for Schools” grant covered the entire cost of the trip.

The School District of Janesville Continues the Journey to Excellence!

The SDJ Board of Education met last evening (7/23/2013) at the Educational Services Center and approved eight addition staffing positions for the 2013-2014 school year after reviewing the Five Year Staffing Forecast.

Two years ago, the School District of Janesville (SDJ) reduced over 50 positions in an attempt to assist with budgetary constraints.

The Five Year Forecast is intended to be reflective of the current needs of the district in addition to the anticipated needs of the district over a five-year period of time. Over 50 positions were reduced to assist with budgetary constraints. Reducing positions in 2011 created some shortcomings and that is why SDJ provided the Five Year Forecast at this time.

The Forecast aligns with the following Board of Education goals:

The School District of Janesville utilized the Professional Learning Community concept. This concept is basically shared support services from within our district. These services are shared among schools.

The support services directly impact and affect the classroom teacher, principal and our student’s families. The positions recommended align with Board approved goals and the Strategic Plan for the district.

Since the introduction of the Five Year Forecast on April 5, 2013, the plan has changed slightly. This is a result of continual evaluation of needs versus wants. Year one is SDJ’s first priority for additional support services.

Years two through five would be considered SDJ’s second priority. These years may be adjusted as we continue to monitor, review and re-evaluate the needs within departments and schools. 

The following positions were recommended by Administration for the 2013-2014 school year:

P4J Program Coordinator

Currently there are 45 Preschool 4 Janesville (P4J) classrooms throughout the district located in 19 different sites. There are approximately 636 children enrolled in this early learning program. P4J is in its 5th year of programming. This preschool program is aligned to the Wisconsin Model Early Learning Standards. It is comprehensive because it provides 437 hours of instruction in addition to 87 hours of parent involvement opportunities.

A full time position is critical in growing the program, developing the program and meeting DPI and parent expectations. The program provides services to 85% of our incoming kindergarten students. This prepares them well and establishes a sound foundation leading towards higher student success. The current model of a principal responsible for an additional program inhibits the growth opportunities for the P4J program, as well as the growth for the school for which they are the instructional leader. It is imperative that the needs of building staff, students and parents be met in an effective manner conducive to the districts expectations and vision. 

The BOE approved this position with a vote of 7-1.  Current Jackson Elementary School Principal Kristen Moisson will now be exclusively the Jackson Elementary School Principal. 

Academic Learning Coach

Currently, Parker and Craig high schools have one Academic Learning Coach (ALC) for both schools. This position serves about 3000 students for Math and Reading. Contrast this to the three Middle Schools that have one ALC per school. The approval for this position would allow for one ALC to provide services in the areas of Math/Science and the other to concentrate efforts of Reading/Social Studies. New Standards in Science are coming and SDJ anticipates a higher amount of rigor. The district will continue to monitor Math Curriculum-Based Assessment (CBA) data, which indicates an area for improvement. This position would assist in improving instruction that supports stronger CBA’s and ACT assessment scores. It also would assist with other STEM (Science, Technology, Engineering, and Math) initiatives in the district.

The BOE approved this position with a vote of 7-1.

Principal of Rock River Charter School/ Coordinator of Charter Schools Development

This position would have the responsibility of the principal at RRCS for supervision and evaluations. In addition, there is a need to provide a comprehensive plan to develop and grow the remaining Charter Schools. Each of these schools has their own Board and this individual would need to work collectively with each Board.

There is much potential in growing the International component of the Janesville Virtual Academy (JVA) so the district can provide English, SAT/ACT assessments to children all over the world using technology. SDJ wants a growth plan to promote expansion and revenue as well as market the district as the “Preferred Vendor” of choice.

The projected charter school enrollment numbers for the 201314 school year are:

RRCS = 154 students
TAGOS = 72 students
Virtual Academy = 80 students (estimated)
Janesville Academy for International Studies = included in the High school numbers.

The BOE approved this position with a vote of 7-1.

Business Office Clerk

The Business Office lost over 25% of their secretary and clerk staff (1.5 out of 5.5) due to budget cuts. There have not been any subsequent decreases in accounts payable, fixed assets, cash management, student transportation, purchasing, erate or custodial scheduling. The remaining staff has had to reprioritize their workloads to assure all key items are being performed. The addition of one clerical staff would assist with the loss of the 1.5 staff reduced and therefore improve internal accounting controls and add back completeness to all processes performed in the department.

The BOE approved this position with a vote of  7-1.

Student Services Specialist

Dr. Cargile requested an additional fulltime position to serve within the Southside PLC (Jackson, Van Buren, Lincoln, Wilson and Edison) due to the high social, emotional and behavior needs building leaders are facing on the south side. Four of the five south side schools have a 50% or higher rate of children living in low-income homes. As of February 28, 2013, there have been 397 homeless youth identified district wide. Unfortunately, the Southside PLC serves 151 of the 397 identified homeless youth during the 20122013 school year.

Historical data shows there has always been a high need of Student Services support needed on the south side. Dr. Cargile realizes staff in those buildings have fully supported students, but also understands the needs of children in all south side buildings continue to rise and would like to support building leaders and staff by increasing Student Services staff in those buildings.

The BOE approved the this position with a vote of 7-1.

Special Education Program Support Teacher

One fulltime replacement program support teacher is needed for the office of special education. The past program support position was not replaced when the person was hired as an academic learning coach. The position requires a great deal of knowledge in Special Education compliance and Special Education law. The job duties also include the coordination of Response to Intervention and the new SLD (Specific Learning Disabilities) Rule. The position has provided a great deal of academic and behavioral support to the special education teaching staff and building administration. There is currently only two program support staff to
cover all academic and behavioral support for the district. Additionally, they are included in IEP (Individualized Education Plan) meeting attendance on special cases. Building staff and administration rely heavily on the knowledge and expertise of the Program Support Teacher.

Last year there were four new mandates from the state for the special education office to comply with and many of those mandates continue to require further staff training and monitoring. During the 201314 school year, the Special Education Department will be audited by the state.

The BOE approved this position with a vote of 7-1.

Youth Advocates

The SDJ has been cited by the DPI for two years in a row for concerns with the Special Education Indicators that address disproportionality (the number of black students being identified for special education services).

The district has been cited in the past as well. The school district has done a very good job with hiring the youth advocates that work the K12 programs. However, much of the work has been done at the high school level and has shown success at that level. One area of needed improvement is to work on replicating the positive programs at the high school level and bringing them closer to the students at the middle and elementary school level. The youth advocates will also be used to collect the success of the programs for further adjustments to the disproportionality plan. The youth advocates work very closely with the families of students who have significant atrisk challenges with abuse, drugs, mental illness and other challenges that interrupt the student’s ability to focus on school and education. They are frequently in the family homes in the evening and on weekends.

The BOE approved hiring (2) Youth Advocates with a vote of 7-1.

Funding for Positions:

At this point in the 20132014 Budget preparation process, it appears that the cost reductions resulting from the overall reduction in salary and benefit costs of staff who have retired or resigned after the 20122013 fiscal year, will be more than enough to cover the costs of the eight positions noted.


In 2011, over 50 positions were reduced as a result of budgetary issues. The School District of Janesville continues to seek out input from many stakeholders with regards to reviewing and evaluating current non-student enrollment staffing needs. The district will continue to provide the best service to staff and parents, as well as providing the best in instructional practices for our students.

The Five Year Forecast will be reviewed and reflected upon on a regular basis.

The graduating Class of 1944 (Janesville High School) will discuss their upcoming class reunion on August 10, 2013 at Helgesen’s Harpos on Hwy 11. The Janesville Parker and Craig High School Class of '68 will hold its 45th Class Reunion Friday through Sunday, September 27 – 29. Classmates will gather for a Friday Fish Fry at the VFW Club, 1015 Center Ave., starting at 5:30 PM.

A Swing Lobby Reunion will be held on Saturday, September 28th at the Janesville Country Club, 2615 W. Memorial Dr., Starting at 6 PM.

Budget-Friendly School Shopping Tips

Back-to-school shopping is a fun way to get students excited about a new school year. But buying too much in one shot can be a budget-buster for families and a stress trigger for children.
Carolyn Dalgliesh, a Rhode Island-based professional organizer, suggests spreading out back-to-school buying over as long as three months, beginning the month before school starts. That softens the blow to your wallet and ensures that you buy only what your child really needs. She offers the follow­ing tips to save money and reduce the stress of back-to-school shopping.

Before school starts: Before you go shopping, think about what you are and aren’t willing to compromise on. If your child wants a notebook with a celebrity on the cover, be prepared to say yes or no. Stand your ground on what’s important to you, but be willing to let small annoyances go, Dalgliesh says.
Let your child choose a few inexpensive items you know she’ll need, as well as a new lunch box and backpack if last year’s models just won’t do. To save time and money, consider picking up the rest of the items on the school supply list without your child.
One month in: The first month of school is about establishing a daily schedule and morning routine, Dalgliesh says. Invest in supplies that will help your child get orga­nized. For example, laminate a morning schedule and post it where he can’t miss it.
If your middle schooler is disorganized, attack the problem at its root: the locker. “It’s a closet at school,” Dalgliesh says. Magnetic products that hold pencils, pens, and other necessities work wonders.
Two months in: Create a homework station and stock it with the necessary supplies. Consider a laminated homework schedule with built-in breaks. Make the station an inspirational place for your child, reflective of her personality.


Before school starts: Let your child choose a fun back-to-school outfit or several new clothing pieces. Don’t buy an entire fall wardrobe. In most places, summer clothes will be suitable for a few more weeks or months.
Avoid the dreaded power struggle by giving your picky kid a budget. Let her decide whether to use the money to buy several lower-cost items or a single pricey one.
One month in: Now that your child has seen what the other students are wearing, she may crave a few trendy pieces. Look for sales and coupons—yes, they exist even after the initial back-to-school rush.
Check consignment shops and thrift stores. If your child is embarrassed to wear used clothing, show her how you can find items with the tags still hanging. Emphasize how much further a budget will go in the secondhand market.
Two months in: Cold-weather items such as winter coats will start appearing in stores. Take an inventory of what you already have so you can just fill in the gaps.
If your child needs special clothing and gear for sports, try to pick up these items as hand-me-downs, especially if your child is trying a sport for the first time.
The back-to-school shopping season often takes on the frantic pace of the weeks before Christmas. By pacing your purchases over a few months, you can make more thoughtful decisions and give you and your child time to figure out the tools he needs to do his best and be happy in school.

Janesville International Education Program (JIEP) – Day(s) 4 and 5

Yesterday, students started their day by practicing a Chinese song led by Mrs. Wu.  The International students were a tremendous help to their Janesville counterparts!   After singing, the students traveled to the library and began writing short stories. They chose different nouns, adjectives, adverbs, and verbs, collaboratively working in small groups.  Next, they used their choices to fill in missing parts of a story. This style of writing is called "Mad Libs."  

Today, students visited Rotary Gardens in Janesville and participated in numerous activities!

33 Students and 3 Teachers Have Arrived From Beijing and Shanghai, China

Now the fun begins!  Deanne Edlefsen (New Principal at Roosevelt Elementary School), Lauren Smith (Teacher-Harrison Elementary School), Jessie Hou (Visiting Teacher from Beijing), Steven Zheng (Visiting Teacher from Beijing) and Patrick Finster, (Parent of 2 PHS students and massage therapist at Ahvia) boarded the Van Galder bus at 2 p.m. yesterday to travel to O’Hare Airport to welcome our visitors.   
Travelers were weary after the long flight but happy to be with us.  Also traveling back to the USA was UW-Whitewater student, Nick Kliminski who has been active in orienting the Chinese students to American culture before they made the trip.  They were greeted by us plus were given homemade chocolate chip cookies baked by Principal Veronica McMahon and bottled water generously donated by E + D Water Works.

While the bus was en route back to Janesville, Dr. Smiley was giving the host families one last bit of information before their student(s) arrived.  All of the families then waited in the parking lot for their student(s) holding pictures of them and greeting them warmly.  It was an awesome sight as everyone connected with each other. We have three weeks of activities for our Chinese friends and our Janesville students that will begin the journey of lifelong friendships across the ocean.

Wilson CLC Program Visits Rotary Gardens

“I Dig It!”

The School District of Janesville’s Summer School program is excited to partner with the Rock County Historical Society in creating and running the first ever “History Camp” on the Rock County Historical Society Campus.  During the 4-day camp, 30 middle school aged students will learn about careers in history including architecture, genealogy, museum curation, and archaeology.  One of the highlights of the camp will be an archaeological dig at the Helen Jeffris Wood Museum. The simulated dig was led by archaeologists from Beloit College and SDJ teachers Angie Denewellis and Gee Gee Jannene. During the simulated dig, students partnered up and were assigned a "plot" of land to investigate. Each plot contained 3 layers for the students to explore.  The layers included a modern, an historic, and a prehistoric era.  Students discovered real artifacts, plotted where they were on chart paper, recorded their findings, and cataloged the artifacts. Students finally arranged their chart papers on a wall and worked together to tell the story about what they thought took place during each era. We anticipate History Camp to be a huge success and are hoping to expand it in future years.

Franklin Summer School 6th Graders Learn About Alternative Energy

The Franklin Middle School Summer School Classes of Transitions and STEM teamed up to learn about Alternative Energy Resources.  In the Transitions class, the students researched Alternative Energy most notably Solar Power.  The learned about how Solar Power works, the benefits it provides and the outlook for our future.  In STEM, the students built Solar Cars and saw first-hand how they work and had some fun racing them on the tennis courts.

What is Edmodo?

The School District of Janesville uses many Web2.0 tools in today’s classrooms.  We use a wide variety of technology tools with students to promote high achievement.  One of those tools is called Edmodo, which works to all the students in a given classroom with their teacher to resources they can use to advance their learning.  Edmodo is unique in the market in that teachers are at the center of a network connecting them to students, administrators, and parents.

Edmodo provides students a safe and secure platform for sharing their work with teachers, peers, and family. It’s designed to excite students about learning in a familiar environment. On Edmodo, teachers can continue classroom discussions online, give polls to check for student understanding, and award badges to individual students based on performance or behavior.

Students are able to practice their language skills through real life conversations with classmates and even extend their learning to students internationally.   Edmodo is a great way for teachers and students to stay in touch when one is absent. Teachers can share ideas, files, and links to sites with students in their class, with other teachers, and with parents.

Parents can also set up accounts on Edmodo. Parents can keep up to date on what's happening in the classroom, or reach out to teachers for direct questions and discussions. Teachers are also able to send message to students and parents on how the student is performing.

Edmodo Website and mobile device apps (iPhone/Android) allow access to Edmodo at any time. With Edmodo being available on portable devices, faculty and students can use Edmodo anywhere there is an Internet connection.

We often see changes in technology; advances that take us to the next level.  What we often miss are the people behind the newest advancement.  In the case of Edmodo, it was started in late 2008 by Nic Borg and Jeff O'Hara.  They recognized the need to evolve the school environment to reflect the increasingly connected world, and so set out to develop a tool that closed the gap between how students live their lives and how they learn in school. We’re proud to be using their product with our students – and even more pleased that it’s free for K-12 schools.

The School District of Janesville Summer School will present “Les Misérables – School Edition”

The School District of Janesville Summer School will present “Les Misérables – School Edition” July 18 – 21.

With one of the most beautiful and powerful musical scores, “Les Misérables” is an epic story that recounts the struggle against adversity in 19th century France. Imprisoned for stealing a loaf of bread, petty thief Jean Valjean is released from his 19-year term and not only becomes an honest man, but the mayor of a prosperous town and a loving adoptive father – violating his parole in the process. The relentless Inspector Javert, who makes a decent life for Valjean impossible, consequently pursues him. Only years later, after Valjean proves his mettle during a bloody student uprising and saves the life of a young man hopelessly in love with Valjean’s adopted daughter; does the ex-convict finally feel fully redeemed.

“Les Misérables” is directed by Jim Tropp, music directed by Jan Knutson and Brian Knutson, and choreographed by Michael Stanek. The cast & crew include over 50 students from seven area high schools.

There will be a family night performance on Thursday, July 18 at 7:30 p.m. All tickets for this performance will be $12.  Other performances will be held on July 18, 19 & 20 at 7:30 p.m. There will be a matinee performance on July 21 at 2 p.m.

Ticket prices for all performances except the Family Night performance will be $15 for students, seniors and the disabled; $18 for adults.

What’s New with JIEP (Janesville International Education Program)

Along with all the good work Kennedy staff did with China this summer many other things are happening in the District to further Janesville’s International Education Program.  Here are some of them.
  • Twenty seven 4th and 5th graders from Beijing Zhon Guan Cun Number 3 primary school are arriving July 11 to join 28 Janesville students from 4th and 5th grade to learn and play together over a three week period.  
  • Dean of Students Jane Thompson was in Argentina the week of June 24 with a group of students on an exchange to Rosario.  This exchange has occurred for over a 12 year period.  While Jane was there she met with officials in Buenos Aires to further explore partnerships with schools in Argentina.
  • Dr. Smiley made contacts with Columbia and we (Dr. Smiley and Dr. Schulte) will attend a follow up meeting next week to track further developments there.
  • I continue a dialogue with Abu Dhabi as they explore interest in our American curriculum. 
  • The Lenchoes continue to pursue High School exchange with Slovakia.  A videoconference will be scheduled in the near future.
  • Teacher Andrea Behn is pursuing student exchange with France

I believe the exposure of our students to other students from around the world enhances their experiences and promotes higher student achievement.  Our Test scores show improvement; though it is too early to tell until we have more trend data.  There are many variables that have impacted student achievement in our school district; this is just one of them.

According to a news release issued yesterday (July 2, 2013) by the United States Department of the Treasury, changes continue to be made to the Affordable Care Act (ACA) regarding implementation and timelines.  The School District of Janesville has been communicating with legal counsel as to how this will affect our district/employees.  Regulatory language will be issued in the coming weeks.  They state that “Changes to policy regarding ACA are changing at a rapid pace.”  The School District of Janesville will communicate these changes and possible affects once legal guidance has received and confirmed them.  Any district modifications related to an adjustment of hours worked will not be considered until the new regulatory language is reviewed.
